Why apprenticeship social value matters
Starts tell part of the story. Outcomes tell the rest.
Apprenticeships drive workforce development, economic mobility, local opportunity and access to skilled employment. Yet measuring apprenticeship starts alone does not fully demonstrate social impact — who accesses opportunities, who completes, and who progresses matters just as much.

Measure impact
Understand the difference apprenticeships make to individuals and communities.
Demonstrate value
Communicate credible outcomes to leadership, stakeholders and procurement teams.
Improve performance
Identify opportunities to strengthen inclusion, achievement and career progression.
The five-pillar framework
One framework. 100 points.
The assessment contains 20 measurement points across five pillars, using a 100-point scoring methodology.

Why 2027 matters
From 1 January 2027, social value carries more weight.
The government's updated Social Value Model (PPN 026) strengthens social value requirements for covered central government procurement, with a renewed focus on jobs, skills, apprenticeships and local employment opportunities — especially for people facing barriers to work.
